Construction on Schedule for August Opening!

Clearing and grading work finished ahead of schedule, and the site's beauty and scale are even more impressive than the design team anticipated. Great care is being taken to preserve as much of the woodland setting as possible, including real-time decisions to shift the layout slightly to leave trees standing. The team also is pleased that a large number of the trees that had to be removed have been used by the Kittitas Conservation Trust to restore salmon habitat in several nearby streams.

Work began the end of April on the roads, utilities and other site improvements planned for Phase One - click here to see the master plan and legend.

Recent Design and Development Progress

Dawson Associates has been selected by the Authority Board’s contracts committee to refine the site plans, starting in December with a complete understanding of Operations Programming.

The amended Application and SEPA Checklist were submitted to the City on October 23.

The preliminary civil plans for the Grading & Excavating Permit were included with the amended Application. Further work on the civil plans will result from the more detailed site and facilities design work underway with Dawson Associates.

A draft Development Agreement was submitted to the City on October 23.

Eastern Washington University performed the cultural resources field surveys in October and November. Draft report is due, with recommendations, in December.

Associated Earth Sciences Inc. conducted soil testing field work on October 7 and the full geotechnical report was provided in November.

A water flow and pressure test was performed to facilitate the water system design.

The Cross Country course design is progressing, and the Kittitas Conservation Trust (KCT) is satisfied with the direction that the design is taking.

Dedication Celebration 9-26-09

Over 500 Horse Park supporters and members of the general public attended a fun-filled celebration at the site to recognize a long list of individuals who have dedicated themselves over the years to getting the land and initial development funding. Attendees were treated to a wonderful cowboy barbeque sponsored by Suncadia resort, a well-rounded vendor village, self-guided tours of the property and planned facilities, musical entertainment by two local groups, and various speakers paying tribute to supporters. This event gave everyone a great sense of the beauty and scale of the site.

Lease Executed with Cle Elum

On January 9, 2009 the Authority Board signed a Lease Agreement with the City of Cle Elum for a 112 acre site for a term of 99 years, fee of $1.00 per year, and renewable thereafter. The property being leased was donated by Suncadia resort for the express purpose of developing a horse park under an offer first made in 1995; after many delays and recent complex negotiations, a formal Land Donation Agreement was signed by all three parties on October 6, 2008. 

State Contract for Capital Funding Executed

On December 30, 2008, the Attorney General's office signed a formal Contract that governs disbursement of the $3.5 million appropriated for the Horse Park project by the Legislature in its 2007-09 capital budget. Final execution of the Contract by the Authority Board and the Department of Community, Trade and Economic Development ("CTED")
took place in January and funds began to be released for site acquisition, planning, design and construction activities. 

Master Site Design

The design and construction firm of CMW, Inc. of Lexington, Kentucky http://www.cmwequine.com was hired in 2007 to work closely with the Horse Park leadership group and major horse discipline representatives to design the site layout and facilities for the Washington State Horse Park. CMW’s director of equine venues has visited the site three times and, along with the expert they retained on western disciplines Dan Stewart, visited the site in July 2008 and met with leaders of various English and western disciplines for detailed discussions on wants and needs for the facilities. We held a second meeting in August to review and provide feedback on the initial Master Plan proposals. Further refinements resulted in acceptance of a final Master Plan in February and more detailed schematic design work is currently underway Click Here to see a map and site description.

On Sunday, November 16, 2008 the Authority and Foundation Boards met in Issaquah with fellow horse enthusiasts from many different disciplines to discuss progress on the property agreements, present the proposed master site plan, and provide an expected timeline for release of State funds and development. This information session ran about two hours and was followed by the Annual Membership Meeting of the Foundation. Among the disciplines represented at the meeting were hunters/jumpers, reiners, dressage, vaulting, eventing, mounted orienteering, draft horse and mule, endurance, team penning and many pleasure riders. A lot of information was shared between audience and presenters, and you could feel enthusiasm building as progress on the Horse Park became clear.

In January, 2008 Suncadia management and the Authority Board signed a Letter of Intent regarding the boundaries, easements and access to the Horse Park site and adjacent open space that will be used for cross country and combined driving competitions. This is a major milestone and resolves many of the issues needed for a Land Donation Agreement that will allow the deed to the property to be transferred.
The Cle Elum City Council endorsed a proposal from the Authority Board to accept ownership of the land being donated by Suncadia in exchange for a long-term (99+ years) leaseback to the Authority at a nominal annual rate. This arrangement offers several major benefits: it will allow the Horse Park to avoid paying property tax on the land, and further underscores the close relationship and between the Authority and the City as the Horse Park develops into a major driver of economic growth for the surrounding area.
